kickdown cable adjustment or something else? 95 940 turbo

My 940 automatic transmission is not changing gears at the right speeds and seems to hesitate a bit from a dead stop and is sluggish up to about 20 mph. It changes into what I call "high" gear at about 39-40 mph and is reving way too high when it finally does change. The air filter and throttle plate are clean and I've adjusted the kickdown cable numerous ways with no significant change in performance. Could this be another device, possibly something I can test?
