New wheel hub assembly will not fit onto the axle spline

Any suggestions as to why it won't fit...I cleaned the spline groves with a dremel tool whire brush... and added a touch of grease to the spline... fitted the wheel hub assembly to the spline and used the center mounting bolt to press the two parts together .....still no luck

Then I wire brushed the housing where the spline fits into from the back side....still no luck

Any suggestions will be greatly appreaciated
