Fuel delivery problem
I’m having a fuel delivery problem. I bought a 98 V70 and drove it 70 miles and after turning it off and re-starting it would only get up to about 25 or 30 mph for ¼ mile or so and die. I put a new fuel filter on and it started and ran good, “once.” I removed the fuel line on the tank side of the filter and turned the key, it shot out some gas and stopped. I did the same test at the fuel line at the fuel rail, same results, one spurt of gas. I took it to a Volvo shop, on a trailer, and the guy said I had no fuel pressure in the fuel rail, blue release value, and needed a fuel pump. I ordered a pump from HFFS and took mine off. Now the problem, I put 12 volts to the pump and it runs fine

Just the fact the pump is running doesn't mean it is putting out the required pressure.
Sometimes varnish from the fuel plus any other accumulated gunk can block the input and output ports. Have you checked these out?

Volgrrr, When I said the fuel pump ran fine, that was out of the car on my work bench. Before I removed it, I had my wife turn the key while I listen and it run a few seconds then quit. When I try to start the car, it runs 3 to 5 seconds and quits, but twice it has started and ran as long as I left it running but when you turn it off it won’t start again. Also, when I got the pump out, the screen on the bottom was not dirty. Thanks.

Use a paper clip to jumper the socket positions associated with pins 15 and 87 on the fuel pump relay (103). If the car starts and runs fine with the paper clip your can either replace or repair the fuel pump relay.
The relay has a timing circuit and the electrolytic capacitors get old and it will begin to behave as you describe.
