what is the correct voltabe for the ECT 12 volts, on po128.

CEL from a po128 error still on? This error indicates a low temperature in cooling system. 1- low coolant level, I changed the anti-freeze it had water. 2- Thermostat bad, I changed that too, 3- ECT- I changed that too.
I have been told to check the voltage getting to the ECT- it should be 12 volts. ???????
