tailgate problem

Hi,

Recently I noticed that my tailgate is hard to open to the top in the cold day. I need to push it all the way to the top manually to prevent my head hit the tailgate when I step forward. In the warm day, it works ok. It looks like the tailgate struts won't give power to push the tailgate to the top.

Is that normal?
