Pulling Engine Necessary for 16t upgrade?

I have a 1999 V70 AWD and am toying with the idea of upgrading the turbo. I want to, but money would be the deciding factor. How difficult is it to upgrade turbos? Would I have to pull the engine? What supporting mods would I need to put in to go even bigger than 16t? This is still research stage for me. Any information is appreciated.
