Earlier today, I was rear ended and my 850 was totalled.
I loved the car, but, hey, things happen.
I know I want another Volvo and I am looking at a 1999 Volvo S70 GLT AWD Turbo. The price is $10,000.
It has 90,000 miles on it. The Kelley Blue Book price on it is about $10,000. I was wondering whether or not this was a good buy.

Not a good buy in my opinion. You'll spend $1000 pretty soon probably fixing the ETM, plus I think they want a bit much for the car. If you want another Volvo, don't get one made in '99 to '01. Those are the problem years in general. That being said, I say look for a '98 S70 T5 with relatively low miles or even a C70 from that year would be cool if you're into the coupe thing. What price range are you looking for? I know of several "babied" S70's that are for sale at the moment.

There is going to be a loss of MPG . If one tire becomes unrepairable you need to replace ALL tires. Have the bevel gears looked at as they can be a problem. Check finished auctions on Ebay to see prices of recent sales.
