Exhaust pipe dissconnected after catalytic converter

Well my volvo involuntarily turned into a ricer when the exhaust pipe broke free, ever so slightly from the catalytic converter. I noticed the spot by the water spitting out, Its like a seem busted or rusted out. Question is can this be welded by a local muffler place? and whats the ballpark price for this repair ..so I have a slight idea.

Mine broke in the exact same spot last year. A local shop welded it for $30, in and out in 20 minutes.

Had this joint welded last week, $40 cash at the local muffler shop.
