jumped timing

i have 1990 volvo 740gl b230f. car jumped timing.i have all gears set at tdc.rotor will not point to number 1.i pulled distributor ,cant get rotor to point to #1.help please!

Have you got #1 piston at TDC?

Remove all of the plugs and put your thumb on #1 plug hole. Turn the engine by hand and when you feel pressure on your thumb you are on the compression stroke of #1 piston. To get the piston spot on TDC put a long piece of plastic (a knitting needle is ideal) into the plug hole and continue to turn the engine. The plastic will come up until the piston reaches TDC and will then start to go down again. Turn the engine back until the plastic is at its highest point. The distributor rotor should now be pointing at #1.

im already at tdc.crank gear aligned,cam aligned,also done compression on # 1 to make sure.rotor points down away from #1
