Hello All. I've been checking this website for a while now, but never had a problem I could not solve... Until now.
I just picked up a 1999 S80 puzzle. It does not run, but it was cheap enough for me to try to give it a shot.
The PO said last time he drove it gave him some error messages, he drove it home slowly and then it died. He did have it checkout by an independent Volvo Mechanic and they told him it was a bad CEM. He decided not to have it fixed and it sat for over a year. I had to get the wheels off and clean the rust off the brakes just to get it to move..
I know the CEM is very expensive and I'm just trying to eliminate all other possibilities before spending that much money on a car that I never drove.
So far:
I've installed a good battery and it will not crank at all, but the lights in the dash do come on and everything seems to be working. There is a message in the center for ""Brake Failure Please Stop ASAP" and "SRS failure"
It will crank if the relay is jumped, but will not start.
I tried a CEM out of another S80 and the lights on the dash would not even come on.
I checked the ignition switch, starter relay and fuse and it is the missing CEM ground on the starter relay thats preventing it from starting.
The shifter switch seems to be working as the reverse lights work and the indicator on the dash shows the right gear.
I reset the plug on the antenna ring did not change a thing.. There are no immobilizer lights or errors even when I turned the ignition switch without the key when it was out.
So did I miss anything? If I do have to replace the CEM did anyone have any luck with sending it out to get repaired? Any recommendations.
Thanks.
1999 S80 Does not Start or Crank. CEM?
Update...
Got another used CEM and as expected when installed in my car, I got nothing. Not even dash lights when turning the key.
I had a friend transfer the flash chip, the one with all of the information on it, from the old CEM to the "New" CEM and now the dash lights up and everything works, except the car still will not startup. Exactly as before.. So the CEM does not appear to be the problem. At least not the main processor. Could still be the flash chip or more likely the actual programing info on it.

So many things maybe at fault. Too bad you can't have a scan to pull the Volvo codes. Out of curiosity, do you have a sunroof and does it work? How about the door locks?
