Thanks everyone-super relieved to be able to move my 1998 T5. The key will only move to Position 1, so I took the cover off, pulled the electrical part of the ignition switch off and started the car with a screwdriver.
I've lubricated the shift override switch, pounded the ignition tumbler mechanism, tried 2 keys, rowed the shifter back and forth...
Does success with the screwdriver mean my tumblers are bad?

You have two options. One is fairly easy, convenient, and expensive. The other is much the same in the time department, very inconvenient, but much cheaper.
Option 1 is to have Volvo order you in a replacement cylinder that will match the keys you presently have.
Option 2 is to get a cylinder and a key at a junkyard. At that point you need two keys, one to get into the car and another to start it.

The lifepsan of a ignition tumbler is about 12yr/110K, give or take.
Most cars at junkyard have way more mileage than 100K.
This is why in the DIY I posted above, I used new Volvo Tumbler.
It cost me $210, but:
- I have the same key for everything
- I will keep the car another 10 years, so $210 works out to be $21/year or about $2/month, not expensive at all.
- This is a crucial part, when it acts up, you may not be able to start the car.

Replaced my complete ignition switch/module with one off e-bay, $25. Key FOB opens doors. Tumbler was bad. Found out 1999 key tumbler assembly different than my 1998 C70 Coupe. I had 2 spare key blanks, replacement ignition came with 1 key, got both blanks cut, $30 ea to cut! All is well with ignition. Never used key to open doors on any of my vehicles last 10 -15 yrs so not a problem. Keep orginal key in a Hide a Key just in case. My stealer wanted $521 for new key module, could not order just tumbler for original key. Now I have a spare ingition module. $61 @ stealer!
