2001 s40 Very Persistant P0133 Code

I have had a P0133 02 bank 1 sensor 1 slow response code for a while now and am running out of things to look at. Following is a list of things I've checked or replaced.

replaced:
Both o2 sensors upstream does have the jumper
exhaust gaskets, head to manifold, manifold to turbo, and manifold to cat
fuel filter
not that it has a lot to do with the problem but in the interest of full disclosure I replaced the thermostat and ECT sensor as well.

What I've checked:
Fuel pressure regulator, no fuel in vacuum line, pressure jumps as desired when vacuume line is removed.
Fuel pressure is with in 35 to 40 PSI and holds above 30psi for well over 20 minutes at both the fuel rail and the pump
no obvious intake leaks or vacuum leaks
removed the fuel pump and checked for any obvious damage or junk in the screen/tank. There was some metal shavings in the tank and pump screen but the pump works fine.
live data shows the sensor is responding. Maybe a little bit of lag at either end of the rich/lean switch but that might be the refresh time on my scanner (it's not very expensive)

The only other symptom is when the car gets below 1/8th of a tank it will hesitate while accelerating almost as if the pump isn't reaching the fuel as its sloshing on the bottom of the tank. A rythmic power,no power,power,no power unless i'm gental with the throttle. I know this is a long post but I'm out of ideas and just don't no where to go with this. Thanks for any guidance you guys might provide me.

I am wondering if your fuel pressure is a bit low based on your stated figures.
Read this link below relating to fuel pumps and important selection info especially for Volvo's.

I'll look into the injection system on that car. Thanks for the tip! I'm not crazy though right? So far I've checked all the usual suspects. I'm starting to think this car hates me personally.
