Not starting. Volvo 1989 740 wagon gl

Not starting. Volvo 1989 740 wagon gl

The Volvo will not start if the shift indicator light is not on. If the shift indicator arrow is on car starts fine.

Give some more details...

Auto or Manual transmission?
If auto, that is actually the "overdrive off" arrow, preventing the car from shifting to 4th.

Do all of the other instrument cluster lights turn on when the key is in (not started)?
2007 XC70, white/oak, 175k miles
2008 XC70 3.2L, 115k miles

1998 V70 XC, Almost done replacing everything, then I sold it :lol:
