OBD II codes 231, 232 and 414

I have a 1995 Volvo 850 Turbo 2.3L, recently got a $300 tuneup and still getting OBDII codes 231,232 and 414 these are all fuel system codes, should a tuneup should have resolved these issues? The car still has performance issues, does not seem to have improved with tuneup. Could it be the oxygen sensor? Thanks in advance for your assistance.
