Lock set swap no crank no start

Lock set swap no crank no start

I have just had the entire key lock set on my volvo S40 2.0 Diesel 2006 Model swapped, CEM, ECU, Ignition Switch and a set of new keys, all these parts belonged to same car and have now been installed in my vehicle. Currently the new keys lock/unlock the doors, the alarm is working, the dash comes when key is inserted in the ignition. The car work crank and or start. The installation is not done by Volvo but it is the car is with an Auto Electrician. According to the electrician they are busy coding and think the problem could be with the programming, its taking too long. I need some assistance from the forum, is there something hes is missing or is there a special secondary coding that can only be done by Volvo or is there something else he can do. I would really appreciate any inputs, very frustrated.
