The fuel pressure sensor on end of fuel rail sends signal to ECM and ECM varies control signal to pump electronic module (PEM) that on your car should be in spare tire area. The PEM controls current to fuel pump to keep fuel pressure in the desired range. There is a fuel pressure regulator built into the cap for the fuel pump but it is a max pressure that it regulates and that is only the standby in the event the FPS-ECM-PEM control fails. The ECM defaults to full pump current then and that FPR in tank is the backup.
