98 s70 glt No power driver side low beam
After having a headlight out, I changed the bulb with no luck and checked the fuses, 21 & 22. Highbeams, parking and taillights work fine.. Got out the tester and I have no power to the headlight. I hate electric issues, never had any luck. The headlight plug has has power on green but not on blue and black is ground? Where do I even begin?

Check and verify that the ground is working/good or it won't light...

Did not check the ground but highbeam is now gone on the driver side. Need to check the fuses again and see what happened. Could it be a possible ecm failure? Are they plug and play in s70s without programming with same numbers?

The ECM has absolutely nothing to do with any lighting on a ‘98.
There’s a specialized relay for controlling High and Low beams,
and a module that senses when primary lights burn out and
throws a light on the dash, and the little adjuster in the
headlight switch for fog and daytime running lights, but
that’s about as sophisticated as these older P80’s get.
As recommended, get out a meter and start checking around.
