P80 1998 and prior (your power steering pump will have the reservoir built into it), use Dex3 ie automatic transmission fluid for your power steering pump. I think what he meant was that you can't solely switch flanges. The flange obviously needs to match the downpipe, so a couple of things would need changing, not just the flange.

Without knowing exactly HOW the swap was done, it's hard to say. It's possible the mechanic just bypassed the NSS/PNP switch so the starter will actually engage and start the car, but left all of the other wiring, etc in place. Are you getting a CEL at all?
