Thank you for the input and help!!!
As it turns out the center sleeve had completely separated from the spring seat. I had ordered replacement parts from FCP. Tonight I finally got the chance to rebuild it. I reinstalled and everything is working as it should!!

ok we may have solved the problem ...maybe.... we will see... I replaced the air intake tube yesterday. I went back and double checked the tubes connection to the turbo plus the vac lines to make sure i didnt miss anything. There is a stop on the edge of the intake tube which keeps you from putting ...

Solved!!! I replaced the 2 vacuum lines re-attached and success. started and ran smooth. no hitches. RPM steady and smooth.
