Seems to me if you're already going in there you might as well replace the gasket. It'll be minimal extra work, and you'll know the gasket in there is good, whereas if you just retorque you have no idea what that thing's been through.

So you're saying if I were to post links to the '00-04 wiring diagram (also likely similar if not identical to the '99 cars), or to the 98 cars' wiring diagram, or to the 850 wiring diagram, that'd be okay?

Can you not fit a worm drive hose clamp in there? That's what I use for pretty much every boot I install, never had a problem with them.
