Disconnect the Interlock Cable form the Column Lock and try moving the piece the cable is hook to and remove the key.

If you want the same caps, your best bet is to find somebody that can recondition the ones you have.
If after market will do, 60mm/56mm caps ... 60mm round cap that clips into into a 56mm hole.

Found one old stock 283092.
