If the MAF is unplugged, does the idle still surge? If so, odds are it isn't the MAF causing that particular issue.

Do you smell petrol at the exhaust pipe when attempting to start it? If so, fuel injection is working. If not, then you have pressure to the rail but are likely lacking a signal from the ECU.

The TCV only controls the wastegate on ours. The blow-off (CBV) is run directly from the intake manifold.

With the back pressure from the bad/clogged/melted cat I wouldn't expect good boost. We have low pressure turbos.
