I had the same issue with my 99 S70. The problem was a broken reluctor ring. I noticed you replaced them but might be worth checking again.

SOLVED: This was caused by a broken reluctor ring on the front axle. Parts were covered under warranty from previous repair (Oreilly Auto Parts). $130 labor to replace the axle. This also solved my issue with abs brake deployment on dry pavement.

Do you recommend replacing the entire axle, or try to remove and replace the ring. I’m leaning toward replacing the axle because the cv joint on that side has a lot of miles on it.

Your right, the pedal does not move, but the cruise constantly accelerates / decelerates back and forth to maintain speed. It’s super annoying.

My 1999 S70 non-turbo Base (240K miles) has an issue with the ABS system going off on dry pavement. Mostly when turning to the right into a parking spot, but also when driving straight ahead. There is also a clack, clack, clack that comes and goes that is related to the ABS issue, and not a CV joint...
