Ok, fixed it. I got a used one from erie volvo, shipped to hawaii for $115.

replaced it and all is well!

yea, i looked on that erie page on ebay, didn't see one, but i sent him a message just in case. do you know what range of years will be compatible? does it have to be from an S40, or will any other models have the same regulator?

where did you find it for $140?

Hi Paul, Most likely the coil wrapped steel cable is worn in the area that is slipping. Possibly you might be able to get some more life out of it by lubing the cable and felt window tracks, but it sounds like its worn pretty bad base on the video you made. do you think it is off track? i didn't see any posts on here about fixing an off track window on an s40, anyone have diagrams? do i have to buy something?

could it be the power window motor? but i'm not sure why it goes down smoothly, and up smoothly except for those 3 spots.

or could it be the control module?

anyone have a thought?

ok, fixed it. i took off both wiper arms to compare. it seemed the one that wasn't working's threads were stripped. i tightened the bolt extra tight, and it fixed it.
