When I turn they key, I hear a "whirring" sound but the starter isn't engaging. The battery is new. Do I need to rplace the starter or should I look elsewhere first?

I have a 2006 S60. When I pull the drivers side power winow switch up to auto-up the window all the way, as soon as it closes it goes back down to the position it came from. If I hold the switch up until the window closes, it will stay closed. Any ideas?
