On the XC's the control arms are pretty easy to do. On the V's it seems (or at least a lot of people claim it to be so) that you have to use a lever to cajole the control arms into place. Somewhere in the circuit you can not pass current. The 12V with no load followed by no voltage with a load is a typical high resistance problem. It could be the shunt, a broken wire, a poor ground etc. With the bulbs plugged in measure the voltage by placing the negative meter lead on a known ground...

You could buy a socket that is close to the right size and use a die grinder to make your own. You may also get away with using a large adjustable wrench. The special tool is not necessary, but it would keep you from having to improvise.
