I had the same problem, it was the control relay.

I had the same problem on mine and it turned out to be the control relay. It was about $25.00 if I recall correctly.

I am curious as to why the bolts need to come out? I am changing the control arms on my V70 this weekend and it seems to me I can remove both the control arms without fully removing the bolts. I agree that to get the bolts out of the frame the engine will need to be jacked up but I guess my question...
