Yes you can run a power supply directly to the plug for the ETM. Make sure it is a switched power supply ( only activated when the ignition is in the second key position), then your CAN signal and PWM will still be active.

Make sure that there is no debris that is causing the throttle plate to bind in the closed position, clean if required. Then run a secondary power supply that bypasses the ETM relay, to the ETM connector pin#6 and repeat the ETM initialization test.
