My climate control does not push air to the floor when the dial is set to the 6 oclock position or on auto. Everything else works fine, any ideas?

I had that same problem once and it was my cable from the flap door (for you heat) at your feet to the control lever you slide on the climate control. What is was doing was sliding with the wire inside the cable. The connector to the back of the climate control unit which holds the cable to it,allowing the inside wire to move independent from the outside part of the cable was off not allowing the inside wire to slide seperate from ther outside sheath.

I have a dial on my climate control which i turn to the desired air flow. Are you telling me that for each location there is a cable that moves the damper or is there a motor that moves it? I am confused if there is a cable why does my defrost and my cabin vents work. I can switch back and forth from defrost to vents without a problem but not to the floor.

No, there is no motor moving the cable, It is done manually when you turn your knob, If i remember there were 3 cables and the one that went to control the floor vent was off on the back of the climate control unit on mine.

Actually it sounds like you have an automatic climate control unit. The manual version has the three cables that control the heat and flow. The automatic unit does it all with sensors and motors.
If you had a '93 - '95 you could pull the codes but with a '96 I think you will need to see the dealer or someone with a Volvo scan tool to diagnose the problem.
The weird thing is that you can make the defrost work. The defrost and floor modes are controlled by the same motor.

I had this exact thing happen on my 97 850 AWD with the automatic system.
What I found is the output from the damper motor which engages the square shaft of the damper valve is plastic and it had split.
I removed the motor, wrapped some thin wire a few times around the split, twisted the ends together and reinstalled the motor.
It's worked well for two years now.
