'93 940 brake light switch access.
How do I remove the panel under the steering column in order to access the brake light switch at the brake pedal?

This should help. The steering wheel has only been removed for clarity.

Is there any way you can give me step by step instructions. I'm going to try this myself before I pay way to much to get it done. Thanks in advance.

Welcome to Matthew's Volvo Site.
It is quite easy. The brake light switch sits on a bracket behind the brake pedal. Remove the sound proofing panel as shown above. Follow the instructions attached:
The reference to the SRS is a safety feature. When working on any electrical system near to air bags disconnect the negative lead of the battery and wait a few minutes before starting work. This prevents accidental deployment of the air bags. Make sure you have the radio code before disconnecting the battery.
When you have the new switch in position it should be adjusted so that the brake lights come on when the pedal is depressed 0.3" to 0.6" or 8 to 14 mm.
