Is there any way to renew or place the longitudinal rubber strips on the roof?

They simply lift off they are held in by clips best to start at the bottom of the windscreen. You can replace the strips from a wreck or plasticoat them

I picked some up in the yard for cheap when I took rails for my V70.
pretty simple just take your time.

I think new ones cost about $158 each.

When removed can roof rack rails be installed ?

I've never seen any, and I would have noticed that!

I painted those with Plastic Dip (you can get it at walmart), they came out really nice, you need to strip everything out first and than sand it down little bit, then tape it up, use some old newspaper to get a good coverage, if you do it outside make sure there is no wind. You will need to spray about 5 coats, wait about 5-10 minutes between coats. Be patient. Plastic dip puts a really light coat so don't try to cover it at 1 or two times. When you are done painting, be very careful when removing the tape, have a razor blade ready with you, you will need to cut the edges of tape.

Not by the factory, but it's been done.
There are some examples over at VS.
