I don't have a new relay. Just unplugged the one that is there and tried to start with no success.

Goal: To starve the car of gas and stall it, so you can change the fuel filter (right?)

Pulling fuses 4 and 6 didn't do the trick?

Any suggestions on where to go from here? The fuel filter is the next thing on my 'to do' list, but I don't know how to proceed if I cannot depressurize the system.

Words for the day - 1. Rags 2. Safety Goggles

Clean off both ends of filter/fittings...with two wrenches, place a rag over wrench ends, and un-tighten...same on other end.

One wrench is held tight...filter side

Only as much as is in the line to the engine as long as you keep the line going to the tank plugged in some way.

For testing purposes only you could very carefully use a gas can (containing gas) and some 1/2" gas hose connected (and secured with a clamp) to the inlet of the main pump and the other end of the hose placed in the gas can (making sure the hose is in far enough to draw fuel. Then place the hose from the in-tank pump into the gas can. You wouldn't be able to drive the car in this condition. But It would tell you if the tank pump or fuel hose is the problem.
