2000 C70 Trouble Codes

So the check engine light has been on in this 2000 C70 I bought. The scanner picks up that the purge valve, turbo valve has a permanent fault (low or high signal) the O2 sensors both front and rear were also showing either low or high signals. Then the rear purge valve (the one near that tank) also showing low/high signal........... I put new turbo and purge valves in as well as 2 good working used O2 sensors and the check engine light still stays on......... eventhough when I take the battery negative off and put it back on the light stays off for a while and then eventually comes back on. (before it would come right back on as soon as i started the car). When i check live data when the car is running it shows turbo valve operation % as 0 and the same with purge valve % also 0 then the O2 sensors both show .45V and the values never change or alternate as they should on a good working O2 sensor........ is there another root problem i'm not catching here? Maybe a bad ECM that isn't accepting the signals from these 3 items? The 2 valves are new and the O2 sensors are good used. I also have new ones and would rather not install them if i get no signals out of these used ones.............

What are good used O2 sensors? Did you know them to be good from a running car and how many miles are on them. They are 100k replacement service items, not items that are replaced when the CELL light comes on.

You have a host of things to check..wiring, vacuum hoses, evap hoses, sensor wiring before we get to the ECM. It's good progress that the CELL is coming on delayed, you have definitely improved things. I know the EVAP status monitor takes 100 miles to test, I don't recall if the O2 sensor takes the same
