It is repaired with the $8.00 kit from FCP. Takes about 15 minutes for the repair brackets and it comes with the 8 mounting clips.

As suspected it took longer to try to remove the glue from the stickiest tape in existence. Tried Goof Off but it only melted the surface. Fortunately the spare I bought is in great shape so swapped the tops sections over as the spare panel has the internal opening handle my car does not have. I can't re-install until I remove all the glue off the rest of the tailgate. My biggest worry is it is all over the lowest element for the heated windshield and will have to find a way to remove without damaging it. Typical the repair takes less time then fixing the bodge!

Panel is re-installed and repaired as per the instructions with the kit. Managed to only break one of the lower clips trying to re-install the panel. Fortunately I have spare clips.

Took nearly 3 hours to remove all the old tape from the window on the tailgate!

All seems good now.

the PO on my wagon fixed the 2 "legs" of the upper bracket to the lower panel with 2 screws. Invisible unless the tailgate is open.

A genleman on a german volvo forum secured the lower panel with very long bolts. He slid the head of the bolt into the brackets where the clips normally pop into and then had the open end of the bolt face towards the panel. He drilled holes into the panel and used locknuts to secure the panel to the bolts from the "outside" (cargo area). The locknuts are visible from inside the car, but he is happy with that solution. I'll try to find a pic of that solution.

Btw., the third braklight cover on the 850ies is a pita to moint properly if - as in my case - one of the clips is broken off. And if that cover isn't mounted properly the cargo area is illuminated once you hit the brake pedal. Gonna fix that once we have warmer weather.
