98 v70 heater fan loud esp on defrost

it was replaced within the past year I am going to go and chip ice off the vent holes there and see if that makes a difference -31 was last week here- toasty today at -7f

Ecc will not allow it.It will report the fault with blinking ac/rec lights and cut off the fan.
Everytime it sense that fan is pulling too much power it just cut it off with blinking ac/ecc lights and it stays off after blinking stops.

Had this few times and lubing the fan bearings(inner & outer) solves the issue for about 2 years.
