Several electronics are not working on my Volvo V70 2000 first generation. Only after driving a while, normally 20 min, but this is not a consistent time period, will the electronics start working.
From what I have noticed, the turn signal, headlight, seat heater and panel light is not working. I can turn the parking light and the fog light on and after driving a while, the rest of the light will come on. I can then use the signal light and headlight as normal.
The hazard warning lights are working fine, no matter if the car has just been turned on or not.
I have recently change the battery, but this didn't solve the issue. I have also tried to disconnect the negative terminal and push the brake panel a few times, whereafter starting the car in with the ignition in position 2. I have also checked all fuses, but they are fine.
Any help would be great! Thanks.

You shouldn't re-connect battery with key in position II !!!
When re-connecting a battery ALWAYS turn the key OFF...or remove from the lock.
To answer your problem....i think that your ignition lock is on it's way out.
Try to wiggle it a bit and see if problem go away.

Misha, Volvo tells you to do that in VIDA. It is an airbag deploy safety procedure. If you look at reconnecting battery procedure (who the hell looks at that) it instructs that very method. If you are at the battery connecting negtive cable to battery and the SRS powers up and has some issue where it erroneously deploys an airbag or seatbelt, possibly due to some error during a repair, then no one is located where an airbag could harm them. It sounds CRAZY but it is there.
They do that on any that have a rotating ignition switch, older models and P1 and P2. P3 had a VIDA procedure where PC is linked hardwired to Dice and the battery is connected and then a button on screen is clicked that a power on command to CEM. The P3 models had that replaced 18 months or so back to connect battery and reach across behind steering wheel and depress Start button for over 3 seconds. P5/P6 use a process of connect battery and then sit in center back seat and reach forward and twist knob or depress Start button as equipped for over 5 seconds. For some models profiled you my find SRS repair instruction using the odd connection steps with simple battery disconnect and connect not mentioning anything unusual.

Is this something for p80 from '99 and later(from ME7)...since i remember that Authorised Volvo dealer in Serbia pointed me out NOT to do that?!
I just checked in my manual and there is nothing about that procedure.
That said....it could be something for CAN vehicles only.
