Gear shift won’t move out of Park when cold out
The gear shift on my XC90 will not shift out of park when the temp is below freezing. Recently after letting the car warm up for about 10 minutes I noticed a click noise coming from the gear shift console and once this happens I can shift into gear. I have no issues when it’s above freezing temps. Could this be a solenoid that’s bad?

No "click" with the brake pedal pushed means no solenoid as you allude. If you're lucky, someone has simply spilled something towards the front of the panel and the solenoid is gunked up. Link viewtopic.php?t=38147#p180864 has a somewhat similar scenario, can start there and see what matches. Lots of other posts around on sticky interlocks if that's the issue.

I would look first into the brake pedal switch, if this switch is 'frozen' or loose in there in cold temps (until the car would warm up), it may not activate when the pedal is depressed and this will not unlock the gear shift selector to be moved out of Park. See this video where I talk about this switch - replace only with used genuine if needed, these sell on Ebay for cheap "Volvo 8622064 brake switch"
