If you look at the 'new' axle, the collar looks like a piece of round wire. That will not hold it in. If you have the original axle, remove the collar and fit that on the new axle. I had to do the same thing with an after market axle as it just would not go in. Fitting the original one and it slotted in with no issues and stayed.
The other possibility is that you have a bit of damage to the recess that holds the collar in place. Not sure you would be able to see that far in to check it.

Can you inspect the ring recess with small mirror and a light? Better to use boroscope if you have one.
I would think this collar/ ring should have the centerline of the wire just slightly less than the clearance diameter of the female spline. Any larger and the wire will not compress to allow the ring to slide into the female spline. Much less than this size and it would not retain the axle.

Do not use a heavy hammer to pound in the axle.
I had the same problem with Autozone axles, the circlip they used on two I tried was too loose, so it was hitting the face of the receiving gear instead of the taper that compresses it. If you force it with a hammer the circlip will deform and wedge into the spline and you'll never get that axle out if you need to.
I gave up on the Autozone axles and got one from NAPA that with a moderate force by hand slipped all the way in and locked like they're supposed to.

I had a similar problem with one from Rock Auto, but the clip was too big and got jammed REAL good. It took a lot to finally break it free, eventually a slide hammer on vise grips worked after I ripped the inner CV joint apart.
Fortunately they honored the warranty return on it, it was a piece of junk. Couldn’t even get it to engage in the diff.

This is getting depressing.... I've done a CV on my last 850 and remember having trouble, but not like this... over a little lock ring
I stretched the clip to as big as will fit, shoved in the axle, tapped it in, then tried to yank it out from the base... it seems secure, but I feel like i tired this last time too...
wish me luck... about to bolt for up the 6th time
update: I was able to get it home, but the first time I put it in, i was able to get home and back to work, so im not 100% sure but at least im home
may just take it to a shop and pay them a hundred or so bucks just to ease my mind

I mentioned the problem of an oversized circlip to a local shop guy, he said "it will go in. Just wail on it with a big hammer". I just tapped lightly with a hammer on the one I was having a problem with and it was clearly hitting solid steel. Just that tap though got it stuck. I had to buy a long crowfoot style wrecking bar to pry it back out.
YOU SHOULD NOT HAVE TO HAMMER IN AN AXLE. If you do it anyway the splines will be messed up and you'll likely never get it out if for some reason you need to.

All four of my axles look different... i dont feel so bad as a mechanic.
From left to right (the same order as I installed them):
1 APIs 1st shipment
2 Duralast Gold (AutoZone)
3. APIs 2nd shipment (currently installed)
4. Old Volvo
The 2nd API seems to be the right length, the 1st was slightly smaller when you compress it, so i put it in instead of the old one. Also, i messed up the nut in the old one.
