Both cables are probably seized. Do you just say parking brake overhaul because of the rust cn90 ? I don't see how that rotor wear would have anything to do with the parking brake.

Those rotors will clean up but they will eat up the pads badly. If you took a flap disc to them and get them smooth the pads will thank you and wear them in like mirrors.

Most of the cars' parking brakes friction material falls off after 10yr/100K miles...

In our nasty salty climates where brake rotor life is about 5 years max, it makes total sense to refresh the parking brake shoes when doing the rear brakes, especially on a manual transmission car

I replaced the rear rotors with autozones for less than $40, that was 4 years ago.

Maybe I should reinstall the parking brake on my wife’s car this year with a new, unseized cable.
