The only thi g I can contribute to this is that I had an 81 Chevy Van that would lock up the seat belt if parked in a specific angle. That was the rollover seatbelt locking function engaging.
Try to unfurl the belt while holding the unit in different angles. But at your experience level, you probably already tried.
V70 seatbelt and seat questions? Topic is solved

I have a driver side in Shagg but I think it fired when I removed one of Elons ugly cars from the carpool.
That fitment note does not sound right. I think everything came with side air bags, mechanical trigger 1992-98, electrical 99-00

I was thinking they were refering to the dashboard airbag, not side air bags, but who knows. Neither makes sense and there is no option for one WITH air bags.

I also realized I had the seatbelt upside down. It is designed to lock in this position. D'oh! I will try it later the correct way up.
Edit: If you take stupid out of the equation, and turn the seatbelt the correct way up do the electrical firing tube is pointed downwards, and then tilt the top slightly forward toward the pull direction of the seatbelt, it all works nice and smoothly! Surprise!
Neil.

OK found it. Part number 9206500. Right side is 9206505. https://usparts.volvocars.com/p/42855008/9206500.html For vehicles WITH passenger side air bag. The seat belt part number is on the fabric tag where it connects at the seat. And of course it's discontinued but I'll get one at the junk yard.

Well at least you now have a part number! That is great! Thanks for sharing as I could not see that so now I can check on my LHF spare.

Does anyone know why the v70 passenger side buckle is different than the driver side?
( buckle meaning the part you grab)
I have to give a talk on this at the next OCD society meeting.

Man, all this exercise! Now I have to go look at our car. Can't recall seeing any difference in the front seatbelts. Is this the same on all your P80's?

Now I had to go out into the rain to check... just yesterday I swapped the drivers side belt with a passenger side belt because it was frayed and I couldn't get any drivers side belts...
There is a different number stamped into the metal, but the part number in the plastic is identical. And the driver belt plugs into the passenger side no issues. The part numbers on the tags are different, but the belt itself is totally identical.
This is the number stamped into the original passenger side buckle. It is identical with the number stamped into the drivers side buckle, so it seems like this is more a production number than a part number:
This is a 1997 built (MY 1998) Volvo V70 and the belt is from a 1999. The belts on the car were manufactured Day 2 and 4 Week 42 Year 97, the replacement belt was manufactured Day 1 Week 25 Year 99.
Original Passenger Side: Original Drivers Side: Replacement Drivers Side (was Passenger Side):
Sorry for the poor images and the confusing story line, but long story short: The belts and buckles are totally identical in my case and only have a different part number (probably to distinguish the left and right side airbag units because the belts were not sold separately I think?). I hope this helps
