Unclamped Lower Hose, And This Fell Out...What Is It?

So I go to drain the vehicle in preparation to replace the water pump, right? I pull my lower radiator hose, and this "thingie" fell out. I'm sure it's necessary, but do I simply put it back in the plastic pipe, and if so, which way?

Maybe part of the petcock for the radiator. Looks like it broke off, throw it away.
