As was mentioned a couple of times going back to page #1, ETM test or replacement if it hasn't already been done.

considering options: Is the sweep test done in SITU or on the bench?

Unfortunately I'm on a steep learning curve when it comes to '99's in general, and ETM's in particular, but I'm guessing it is done on the bench. Easy enough to remove from the intake.

Im going to call a Volvo Indy monday and see if they can bench test it. I agree, removal is straight forward. If they can that will be the way to go.

Since I have the smoke machine I will test the vacuum system as well via the brake booster

Sweep test is done in the car. The ETM is controlled by canbus commands from the ECU so everything has to be connected with wiring in good order to work.

Vida talks to the ECU through the OBD port

ugh ok..so gotta get the car to the shop...which I believe can be done.
depending upon the cost of a sweep test, I may be better off doing it myself
can VIDA 2014D do a sweep test?

Update: While I am waiting for an ETM sweep test... I ran a smoke test on my vacuum system from the brake booster.
There is a vacuum line which is connected to the top of the intake manifold and then snakes underneath to a check valve and then on to a T connector. The line between the check valve and the T had a long split along its length. I removed the line all the way back to the T. it was split wide open on both sides. given its position under the manifold, i would never have seen it unless i was specifically looking for it. I am in the process of replacing it with silicone.

I am wondering how much of my current issue could be due to this vacuum line being completely inoperative.

questions:
1) how can i test the check valve itself?
2) If I replace a check valve such as this, can i use ones from a parts store?

That leak could very well be the main cause of your issues. Just replace and give it a go. I kind of doubt that the check valve is bad, but you'll find out when you replace the line. Vacuum leaks cause all kinds of fun issues on these cars.

Solved!!!

I replaced the 2 vacuum lines re-attached and success. started and ran smooth. no hitches. RPM steady and smooth. Took it out for a drive and it ran flawlessly

So summary : Broken intake pipe at Turbo connection, loose connection in the intake pipe directly above the center of the radiator, and split open vacuum line under the intake manifold.

Replacing the intake pipe pipe to the turbo and fixing the connection above the radiator solved the problem with the car "chugging" and smelling like its running rich

fixing the vacuum solved the issue with the rpms jumping, low RPM and the car inability to stay running when not warmed up.

thank you for the ideas and input.

the smoke machine identified 2 problems I would likely had never seen (damaged vacuum line and connection issue on intake pipe)
