After sitting for a few years doing work to it I have gotten to a point of being able to get it back in the road.
I bought a new battery and as soon as I connect it I get the four way flashers and a no summary scenario. I have checked all fuses. Ran the selector through all gears several times.
The interesting thing is, vehicle will not lock all doors, windows won’t work, gas and trunk latch releases do not work.
I’ve searched here and YouTube. I have not found a good solution or a start to investigate.
What are some places to start?

Can you please clarify the events.
Was the car starting via boost prior to instalation of new baterry?
If not, I would suspect that some ground or harness is not connected. You mentioned that it stayed a long time and you were working on it.
I would remove the baterry and try to perform "hard reset" via contacting positive and negative cables together (this car has no onstar or similar system, thus save to perform) for 5 min and try to reconnect the baterry. If after above it behaves the same as prior. I would put a battery maintainer on it and focus on starting system get yourself a good wiring diagram and see if you have all powers and grounds to the ignition lock and from there to the starter relay and starter...if you will fix one area, rest are likely related

Thank you for this feedback. Prior to starting the work, the vehicle started and ran. I will go back through and ensure I have everything reconnected properly. Another important factor that might help us: is it "crank no start" vs " no crank" situation. If your starter motor engages and turns the engine at a normal rate/speed, but your engine is not starting- i would suspect low compression vs no spark/fuel...
Please provide more data:
1. When the last time car was driven?
2. For how long it was sitting?
3. What repairs were done between last time it run and now?
4. Crank no start vs no crank situation currently?
5. Currently do you see any lights on dashboard?
6. Check engine light?
7. Any chance you have any obd2 scanner to read the codes(would likely need to erase ton of previous codes and try to start again to see if any would be back indicating persistent/current issue.

Head replacement, timing, etc
4. Crank no start vs no crank situation currently?
No crank
5. Currently do you see any lights on dashboard?
All lights come in when I engage the ignition to start
6. Check engine light?
Secondary Air injection and misfire cyl 5 (burnt valve) were the only two codes prior to work. No codes showing now
7. Any chance you have any obd2 scanner to read the codes(would likely need to erase ton of previous codes and try to start again to see if any would be back indicating persistent/current issue.
Cleared two codes still no crank

Use remote fob to deactivate it or a trick with locking and unlocking the doors with a key if you don't have a fob.
Also check battery cables and grounds.

X2 on the alarm / immobilizer. Without fob giving 'all clear' signal it will not crank, AFAIK.
