But Volvo part # 9140773, 8602265 are correct ones for vehicles WITHOUT TRACS traction control. Both part numbers are identical/compatible.
This car has the cold weather package which includes the headlight wipers, fog lights and traction control. I was able to verify this a while back.
It currently has a tracs ABS unit in it now
Also I mentioned before but ABS and Traction control were tested working on my test drive, Only cluster is unhappy for some reason.
Also in theory tachometer should still work even with bad or missing ABS module.

My current theory is cluster, wiring or bad connection is problem somehow, at least for the tachometer problem.

Just take a photo from ABS-control unit bottom to me, pls. Open the hood and use right hand to remove the aluminium-like air pipe; and take a photo. Reinstall the pipe.

Do not assume, the ABS-unit is a correct one.

Maybe connect a scanner and try to read revs in software over OBD? That would confirm crank sensor and wiring are good up to the display unit?

I did confirm fit before installing, but still here is an image (older image but it's the same one)

Indeed, Torque Pro app is able to read RPM from ECU

I think you have isolated it to the display module!

I hope so, I will take it apart soon when the bulbs come in, and see if I can find a visible problem in there. Thanks for all the help guys :)

Take the numbers from the white sticker on instrument cluster and purchase one with the same numbers from ebay - so you can swap it and keep the car running while trying to repair the old one.

Pay attention to get the substitute cluster from same year, same transmission and same options to make it easy. Keep the old your own FOB key receiver on top of the cluster.

I would, but by the time the new cluster would arrive shipped, the replacement bulbs I'm waiting on would already be here

I've taken the upper part of dash board out many times for taking instrument cluster out. If there is not airbag for passengee, I do it in 15 minutes, and instrument cluster is out in 1 minute after that. Easy work.

Use a plastic pryer to take out the air duct covers at both end of dash board, and speaker covers and main air duct covers in front. The main air duct covers you get loose by twisting out the upper part of them first.

After that you have all - some 15 similar torx-screws visible. Two of the screws are vertically in instrument cluster; from down to upwards. In open glove box - in its upper horizontal beam, there are many screws to be removed. In case you have airbag there, entire glove box must be removed.

Airbag's vertical, a too long bolt makes it difficult. It has been installed before the windscreen.... and therefore difficult. I always have to fight with it - it takes easily one hour. The bolt is too long; could be shorten first.

And the remote control receiver on top of the instrument cluster is coded to your car and keys; remain it there.
