850 GL 95 Heater fan not working/related to cold weather?

Check your fuses first. The clicking you are feeling under the dash is the relays doing there job. So, all is well with your wiring, and not related to the radio.

Chances are the blower motor is failing. DO NOT continue to try to get it to work or you will 'blow' the resistor.

Pull the blower motor and check the bearings (bushings). If they are tight and the brushes or windings look worn... Replace the motor, or try to repair it if you feel capable. Hopefully you have not blown the resistor as it can double your costs.

Assuming your car has ECC?

Another thing... I would advise AGAINST 'smacking the dash'. The trim in these cars can get very brittle and will literally start falling apart in your hands if you start pushing, pulling or hitting things.

Also, when you take the lower dash access panels out as well as the glove box. Use care in removing and re-installing the screws. It is VERY easy to crack or break more of the interior by over tightening the screws or just being careless during removal and installation.

The fan itself must be bad. When I had access to it, I tapped the center of the motor and it started back up. What is the black cylinder shaped thing under glove box? Looks like it should be removed to get motor out? (sorry Im a rookie!)

What is the black cylinder shaped thing under glove box?
They call it the knee bolster. It is plastered with a bunch of SRS warning labels but it can be safely removed without fear of setting off the airbags. As I recall it is held on with three nuts that are accessed through the holes near the edges, two on the outboard side and one on the inboard side.
