Yes, there are 4 tabs as part of low dashboard. If they cracked or worse, broken off from the base, you can tighten all you want but dashboard still lose.
After clued back by "plastic welding", I used fiberglass cloth wrapped around tab in and out. Once the whole thing dried up it felt very strong, my 15 years old dashboard now fits very well and has less noise than my wife's 3 years old dash.

It took me four months but I live in Houston and the heat of summer set in shortly after I started. Every piece of plastic cracked on touch. Had to replace everything. Volvo made cars for cold climates not Houston heat. New dash installed, all wiring re-taped and back on the road with no squeaks.
