To get rear-ended you only need a 'smart' guy following too close behind you. Fog is not required

The OP is in Ventura, CA. Fog on the California coast can = 100 car pileups.

Here are a couple of VS threads that address this saying that 2 rear fog lamps are not legal in some places.

I have no knowledge of the legal issues, but it is probably worth checking before proceeding.
