1998 S70 Rear Lens only has 2 holes for light bulbs

Right Rear Tail Light Lens
Right Rear Tail Light Lens
This is my right rear tail light lens, notice there are only two holes whereas, the left lens has three holes. Both R & L plugs have three sockets, do I need to drill the third hole? Anyone run across this before? Thank you!

Fog light is only on drivers side rear in USA but other countries allow both sides.

From the owners manual:
The rear fog light (located in the driver's side tail light cluster) is considerably brighter than the normal tail lights and should be used only when the atmospheric conditions, such as fog, rain, snow, smoke or dust reduce the daytime or nighttime visibility of other vehicles to less than 500 ft (150 meters).
For the rear fog light to function, the low beam headlights must be switched on.
* By design, there is one rear foglight only, located in the driver's side tail light cluster.

Why would a 18 year old car all of the sudden need a hole drilled in the tail light assembly?

My 740s had them on both sides. It was a great way to get someone that was riding your bumper to back off.

Persons driving some brands that have them on both sides use them to melt both lamp assemblies instead of only one when they leave switch on 100% of the time.
