For some reason I cannot post a video of what it is doing, but here is a link to a you tube video where it sounds almost exactly the same. There fix was the fuel pump relay.

Fuel pump fuse is the blue 15A that's paired with the red 10A fuse, just to the right of the yellow clip that holds 3 fuses.
Might as well check all of them though.

I will watch those. I checked the blue fuse I'm looking for the relay? From what I have read I should have one numbered 103 or similar but I can't find that anywhere and I have the owners Manuel but it does not mention it. Does this model have one?

On another note running through some of the no start videos I did use a light tester to the fuse box with key in on position some light up but others in the box did not. Is that normal? The fuel pump fuse did not light up but we can hear it when we turn key on my husband got down there and checked.

My wife's Volvo isn't at the house right now, otherwise I would look for it, but according to FCP Euro, this is what it would look like (possibly black, not green). You can always 'ask a question' on this link as well. They usually reply within a day.

Also try removing the panel on the interior driver side where your knees would be when driving. There's another fuse panel under there as well as some relays I believe.

I've never used one of those. It could be the tool, who knows. I just pull the fuses and inspect visually. I think all mine are black and they all look alike under the dash I did look still did not see one labeled fuel relay. But all the ones that are in my car are black not green so I guess ill keep looking

The fuel pump relay is named system relay by Volvo, so don't expect to read "fuel pump relay" inside the relay/fuse box.

Remember that this relay serves two functions: -Priming (two seconds when ignition on, then stops) and always on while the engine is running.
There should be a similar relay in these cars also. I think it is the A/C relay but I'm not sure. Perhaps someone here can clarify. Pull both relays and swap them.
If your fuel relay is shot the A/C shouldn't work and the fuel pump should work.
