To clear the four drain tubes, I usually grab my garden hose and try to force the debris out and sometimes squeeze the end of rubber tubes without getting splashed too much. Poking device also works. Two obvious ones on top of cowl, the other two drains are under the cowl. Lift cowl up for passenger side as you would when replacing the cabin filter. The elusive fourth drain is under the fuse panel on drivers side buried behind brake booster and other stuff they jammed into that corner.

If the drains impact the AC, which subsequently can also cause the oily residue, does any part need replacement? Neil mentioned evaporator rot out.
Also, if the draina are the culprit, would I also find carpet moisture?
Will be scoping out tomorrow....

If the A/C is working (if it doesn't when you start the car the A/C lights on the dash blink at you to tell you there is an issue), in other words you get cold air from the vents when it is warm outside, likely the A/C is ok, and the evaporator is probably ok too. If the A/C does not work and make the car cold, then it could be the evaporator has holed out along the bottom and the oily stuff is the compressor oil leaking out into the air system/windshield.
To replace the evaporator takes about 10 hours and a bit of skill as the whole dashboard has to come out to get to it.
